Batavus Regency Black Billet from Doug (https://www.instagram.com/meat_smoke/). A stripped-down Regency with a Tomos motor swap. The Regency is a top tank vintage moped manufactured by Batavus. Regency and Starflight models look similar but have a different engine and side covers. They have a tubular frame, a large tank, and a big plush seat. I have a Starflight model with a Vespa engine swap, but I have seen them with Hobbit and Minarelli engine swaps as well. The original Laura engines are not as easy to boost performance as other moped engines which is why most people swap out the engine.
